I. Introduction Article 255 of the EC Treaty, inserted by the Treaty of Amsterdam, grants any citizen of the EU and any natural or legal person residing in the EU a right of access to documents of the European Parliament, the Council and the Commission. It also invites the institutions to define within two years the general principles and limits on grounds of public or private interest governing this right of access to documents.
